While it is true that a few Mello-Roos districts in some
counties can be identified by looking at the tax bill, the
majority of Mello-Roos districts are either not clearly identified
or not identified at all. Some public agencies even refuse
to acknowledge that they have a Mello-Roos district simply
because the district pays only for services and has not issued
bonds. Even if such Mello-Roos districts have a much smaller
annual levy, they still require disclosure.
For 1915 Act Special Assessment Districts, there is currently
no way to identify such districts from the tax bill. Counties
have not developed a consistent way of identifying 1915 Act
Districts, and since the county tax collector puts such charges
on the tax bill for other public agencies, they rarely have
accurate information about which districts have 1915 Act Improvement
Bonds and which do not.
In fact, researching the presence of 1915 Act and Mello-Roos
districts is an enormous task requiring persistent and thorough
research. Do not be fooled by "shortcuts to identifying
Mello-Roos;" they cannot possibly guarantee accurate
results.
